Russian ambassador to Fiji, based in Canberra, Vladimir Morozov met Speaker of Parliament Dr Jiko Luveni on Monday to discuss his country's assistance to the Fijian Parliament. Dr Luveni said the meeting was to strength bilateral and political relations between the two countries and further confirmed a Fijian delegation would leave for Russia in July to explore development assistance on offer. "We have had some discussions and I will be making some proposals in Russia when we are there to have our project of assistance so that there are some technical exchanges between Russia and Fiji Parliament and see how we can upgrade facilities in our Parliament and include some ideas from other Parliament," she said in an interview last night. Dr Luveni said there was a lot of monetary assistance at stake for the Fijian Parliament with Russia stepping in and also plans for establishing a Russia/Fiji parliamentary group. She said she was looking forward to meeting her Russian counterpart, Valentina Matviyenko, because it would be an opportunity for them to discuss issues of common interest. Mr Morozov said there were a lot of similarities between Fiji and Russia and it was important to develop and strengthen parliamentary relations by introducing a friendship program for the parliamentarians. Dr Luveni said Fiji became popular spot for overseas assistance among other countries in the world when Prime Minister Voreqe Bainimarama became the chairman of the Group of 77 and China. "It's the same thing; we are strengthening parliamentary ties with all the countries that are keen to have a parliamentary partnership group with Fiji. We open the door to all of them." She said Westminster, Wales, Scotland, Australia, New Zealand, Korea, Japan, China, Indonesia and India wanted to forge partnerships with Fijian Parliament after the September 2014 polls. Fiji's democracy takes a hit 15 February 2016 By Jenny Hayward-Jones, Director of the Lowy Institute's Melanesia Program, and Alastair Davis, an intern in the Melanesia Program. The process of rebuilding democracy in Fiji after eight years of military rule has taken a hit in recent weeks. Elections in 2014 engendered a sense of optimism for a return to representative governance, though Pacific watchers warned at the time that the successful elections should be viewed as a step in the right direction, not a panacea. Fijian Attorney-General Aiyaz Sayed-Khaiyum, (Facebook/Fijian Government) Last week the suspension of the National Federation Party (NFP) threw the state of democracy in Fiji into sharp relief. The situation has since worsened with the release of a statement from the parliamentary Speaker, Dr Jiko Luveni, on Thursday which suspended the three elected NFP members. The suspension was endorsed in parliament by the Fiji First majority on Thursday and the larger opposition party SODELPA walked out in protest. The message from the governing Fiji First party that robust dissent will not be tolerated and its brazen attitude towards the rule of law are serious relapses in the restoration of democracy in Fiji. The depth of the fissures in the Fijian parliament became clear in early January when the leader of the NFP, Dr Biman Prasad, openly considered withdrawing his MPs from parliament in protest. Prasad had signalled the opposition parties' frustration at the rejection of bipartisanship by Prime Minister Voreqe Bainimarama's Fiji First majority and the lack of resources afforded to the opposition parties. Prasad's frustrations prompted the publication of a damning op-ed in the Fiji Times that argued that Fiji's democracy had become a facade. Prasad has been a vocal and pro-active opposition MP who has worked hard to contribute to the effectiveness of parliament. He is currently Chairman of the Public Accounts Committee, a key oversight committee that scrutinises government accounts. His chairmanship was one of the most effective opposition contributions to governance, though due to changes to standing orders passed while NFP members were excluded from parliament, Prasad looks likely to be replaced as Committee Chairman by a Fiji First member. Military eating up much needed $ better spent on welfare and growth programmes! Two days after the publication of Prasad's op-ed, Supervisor of Elections Mohammed Saneem suspended the NFP for 30 days with immediate effect. The suspension notice cited non-compliance with the obligation under the Political Parties Decree to have party books audited by an accountant certified by the Fiji Institute of Accountants (FIA). The NFP confirmed that the company that audited their accounts — APNR — was certified in Australia but did not hold a Certificate of Public Practice in Fiji. Section 19 of the Political Parties Decree gives the registrar the right to suspend the registration of a political party to 'enable' said party to remedy the breach specified in the notice of suspension. The section also provides a process for the registrar to inform the party in writing of the particulars of the breach and allow the party 60 days to remedy it. The suspension of the NFP in response to a minor administrative oversight that could have been remedied quickly and easily seems unnecessarily heavy-handed and hardly conducive to building a well-functioning parliament. The exclusion of the MPs from parliament is more legally problematic. Section 27 (6) provides that a MP who belongs to a suspended political party shall continue on as an MP for the rest of their term. However, the solicitor general gave legal advice to the speaker that the suspension of the party extends to excluding its MPs from parliament, seemingly in direct contradiction of the Decree. Solicitor General Sharvada Sharma works directly under the Attorney General, Bainimarama's close ally Aiyaz Sayed-Khaiyum, who has also defended the suspension. As prominent lawyer Richard Naidu has pointed out, the lack of independent counsel for the legislature clearly undermines the separation of powers in Fiji. The Decree itself predates the return to democracy in Fiji, having been introduced in 2013 during the period of military dictatorship. Along with the Media Decree, key pieces of legislation regulating the practice of politics in Fiji were introduced unilaterally by Bainimarama's regime. Democracy can only flourish in Fiji when the supporting laws and institutions are strong and independent. Bainimarama himself heads the Constitutional Offices Commission, a six member group created to advise the president on public service and military office holders. SODELPA leader Ro Teimumu Kepa and Naidu were appointed to the commission in mid-2015, but Naidu resigned in November and Kepa has stopped attending meetings due to concerns over process. The three month extension of General Sitiveni Qiliho's appointment as acting police commissioner on 10 February reaffirmed Prime Minister Bainimarama's reluctance to cede control over civilian institutions and preference for military officials to hold critical civil service leadership positions. Military in actual control of Government in Fiji If SODELPA MPSs make their abstention from parliament permanent, Fiji will face the prospect of a sitting parliament populated only by the 32 members of the ruling Fiji First party. The quality of democracy will clearly suffer if opposition members cannot do their jobs and if government MPs are dissuaded from posing dissenting views. Social media use has reinvigorated Fiji's long suppressed public debate, and media outlets have enjoyed slightly more freedom to publish criticism and comment. Free speech and the capacity of citizens to hold their government to account are as important as ever for Fiji. The Fiji First Government claims a mandate to embark on a significant legislative agenda and continue its northward strategic rebalance. Yet this mandate was won in a democratic election and is balanced by the 18 elected members of parliament who do not sit on the government benches. These 18 members also represent the people of Fiji and they must be allowed to have their voice both in and out of parliament for Fiji to be considered a democracy. It has thrown in the towel. It seems the ‘vale ni kuro ni democracy sa rui katakata’ for our Fiji First dictators. In place of the free and open system of debate centered on accountability to the people, Fiji First has retreated into the authoritarian, bullying mode of governance that it knows so well. It has been apparent for many months that Fiji First and its two dictatorial leaders, KAI-BAI, hate the entire process of parliament as a means of serving the interests of our citizens and our country. It is unable to withstand scrutiny and function transparently, even under the provisions of the flawed constitution it wrote for itself and imposed on the people. The Prime Minister in particular is extremely uncomfortable answering questions and often gives the impression that he is not on top of his brief. He has made a habit of being absent from crucial Budget debates, because he probably recognizes that he would not be able to handle Opposition demands for detailed explanations about his portfolios. But why should he worry? He recently stated for the public record that Fiji has no significant issues to deal with! So if there are no significant issues, why are they so reluctant to face up to Opposition questions and motions? Khaiyum, Master of the Universe and the real Fiji First leader, has distinguished himself by his know-it-all, bombastic lecturing performances. His over-confidence, based on his self-perception of his invincibility, has got him into trouble more than once. His most recent and grossest miscalculation was his depiction in the House of the Opposition Whip as an ape, complete with grunting sounds and arm movements recognized internationally as one of the most insulting racist gestures. Never had there been a scene like this in the history of the House of Representatives. It set a new low for conduct by a Member and despite its racist implication, it passed almost unnoticed by the Speaker. But Khaiyum, again blinded by his own sense of omnipotence, is unrepentant.What he did was a nail in his political coffin. He has won for himself the nicknames of the ape man, or the know it all monkey minister. Fiji First Minister’s and backbenchers are mere ornaments who must be prepared at all times to do the bidding of their master. Woe betide them if they fall short in the eyes of KAI-BAI. In its determination to transform parliament into a form of dictatorship Fiji First, directed by KAI-BAI, has launched a series of measures which can only be described as assaults on democracy and the political rights of the people. For instance, the sitting days of Parliament have been reduced. Fewer debates and not so many bothersome questions. The NFP members of the Opposition have been booted out of parliament for a month based on a deliberate misinterpretation it seems of the certification of the auditor they used for the party’s financial declarations under Khaiyum’s extremist Political Parties Decree. We’ll show them about democracy, and use our power to turf them out! Changes have been made to the parliamentary processes that will remove NFP leader Biman Prasad from his chairmanship of the vital Public Accounts Committee (PAC). Hon Prasad was simply too effective in unearthing financial mismanagement that showed Fiji First and its predecessor military government in a very bad light. The government will now ensure one of its own members becomes PAC chair. That’s a lot safer and more predictable. In the minds of KAI-BAI, this would be a way of avoiding public evidence or suppressing the truth on issues such as the $200 million or so they spent without proper documentation. A Fiji First chair would also be less likely to ask difficult questions about ministerial salaries involving tens of millions paid through the accounting firm of Kai’s aunt, Nur Bano Ali. This week the two dictators and their accomplices stepped up their campaign to emasculate parliament. They have curbed the right of the people to express their views on issues through parliamentary petitions through arbitrary changes to the Standing Orders of Parliament they forced through with their majority vote. They have removed the ability of the Opposition to introduce Private Members Bills. The traditional right of Opposition MPs to move adjournment motions as a device for getting across their party policies and ideas has been scrapped. Instead we will see a swelling trend of parliament relegated to a mere propaganda vehicle for Fiji First. This is already underway in Question Time which they tactically reduce by filing and making long and boring self-praising ministerial statements to eat up the time. Ministerial statements are traditionally used for major announcements. They use it for ‘self-praise’. KAI-BAI control Parliament, government and the justice system. They control the electoral system, the military and the police. They have the highest number of MPs with the lowest polling numbers in the house. They openly promote nepotism and favoritism. Corruption appears to be at an all-time high and Ministerial conflict of interest is now the norm. The media exercises self-censorship and some are full time propaganda arms of government. By Jale Moala Despite this formidable network of control, KAI-BAI still fear the voices of dissent and are unable to cope with the scrutiny of the opposition through the parliamentary process. We would do well to remember the words of Sir Winston Churchill who in a speech to the USA 78 years ago on Oct 16 1938 ring true for Fiji today:- You see these dictators on their pedestals, surrounded by the bayonets of their soldiers and the truncheons of their police. On all sides they are guarded by masses of armed men, cannons, aeroplanes, fortifications, and the like - they boast and vaunt themselves before the world, yet in their hearts there is unspoken fear. They are afraid of words and thoughts; words spoken abroad, thoughts stirring at home - all the more powerful because forbidden - terrify them. A little mouse of thought appears in the room, and even the mightiest potentates are thrown into panic. They make frantic efforts to bar our thoughts and words; they are afraid of the workings of the human mind. Cannons, airplanes, they can manufacture in large quantities; but how are they to quell the natural promptings of human nature, which after all these centuries of trial and progress has inherited a whole armory of potent and indestructible knowledge? Dictatorship - the fetish worship of one man - is a passing phase. A state of society where men may not speak their minds, where children denounce their parents to the police, where a business man or small shopkeeper ruins his competitor by telling tales about his private opinions; such a state of society cannot long endure if brought into contact with the healthy outside world. The light of civilised progress with its tolerances and co-operation, with its dignities and joys, has often in the past been blotted out. But I hold the belief that we have now at last got far enough ahead of barbarism to control it, and to avert it, if only we realise what is afoot and make up our minds in time. We shall do it in the end. But how much harder our toil for every day's delay! Turkey Shelling into Syria; Attacking Syrian Arab Army and border of Russian Base in Latakia. According to Jewsnews, those positions are held by the Syrian Arab Army (legitimate, duly-elected government of Syria) and are NOT being aimed at ISIS terrorists! These are direct attacks by Turkey upon the lawful government forces of Syria. With their rebel allies falling to the legitimate government of Syria, Turkey has now begun shelling Syria to aid their Rebel forces and ISIS Terrorists. Sources on the ground inside Syria claim that the Turks began an intense artillery assault at about 6:00 AM eastern US time today. Turkey is also said to be targeting the Kurdish YPG. It is unclear at this time, whether the YPG is supporting Bashar Assad and his officially elected government, but it is clear that the YPG has directly attacked and destroyed ISIS in the past. At this point it appears that the YPG are being attacked by Turkey for supporting Assad! Russia Prime Minister Dmitry Medvedev has warned US and Arab Countries Not to Dare Enter Syria With Armies threatening: “Invading Syria Will Start A New World War.” If Russia initiates an offensive against Turkey, even though they may have the legitimate right to do so, Turkey will undoubtedly appeal to NATO for support. Having been “attacked” they will try to invoke Article 5 of the NATO self-defense agreement. That would require NATO to come to the defense of Turkey, thus engaging Russia directly. In the Chinese horoscope, 2016 is the year of the monkey! Given the Bainimarama government's obsession with forging close ties with China, let's check out what it portends for Fiji in 2016! As indigenous Fijians in our own country, are we to be abused and further trashed by the monkey antics of Aiyaz Khaiyum in the Fiji Parliament? Will the soothing comfort and endorsement of the Chinese astrology give further licence to the likes of Khaiyum and Bainimarama to again play havoc with the lives and prospects of the people of Fiji as they’ve been doing since 2006? Let us examine the Monkey personality for clues! “..the Monkey is very intelligent, hyperactive and strong-minded. He represents the unfettered mind freed from inhibitions and guilt. Relieving himself from the heavy burdens of a touchy conscience, the Monkey type will not hesitate to test his theories, experiment and think the unthinkable.” In the above personality trait, I place the two men at the centre of Fiji’s political and economic quagmire; Bainimarama and Khaiyum. Bainimarama though far from intelligent, is hyperactive and strong-minded whose mind is totally focused on staying in power in order to stay out of prison! Monkey Khaiyum acting his personality trait Khaiyum, on the otherhand, regards his illegal stint in government as all about testing his theory – the demise of the Fijian race via his Master’s thesis “Sunset Clause”. To him, government is about toying and experimenting with peoples’ lives and a grand game to implement his visceral hatred of the Fijian race! Both men are devoid of conscience in prosecuting their agenda and reeking revenge on opponents at the slightest of provocation. Perhaps the shadow side to the personality trait bears closer resemblance to the truth! “..problem solving tendencies can turn the Monkey to being a tricky tactician, opportunistic and not all that trustworthy.” The above neatly captures the personality of the two men. Khaiyum as the pre-eminent trickster and opportunist, dreaming up creative ways to stay out of the clutches of the law and now in finance, mastering the art of creative accounting and wasteful economics. After all, where is the economic return when $180m gets pumped annually into an entity, the military, that contributes zilch to the economy. Then take into account the regressive long term effects of the ongoing call on government expenditure by the military at the expense of other deserving areas that actually contribute to economic growth. Both are master opportunists who have exploited all conceivable avenues of links with nations Fiji had no historical or even cultural links with. To Bainimarama and Khaiyum, if those links can provide much needed cash for infrastructure projects in rural Fiji to ensure a ready supply of opening ceremonies, or arms and ammunition to bolster their plans for longevity in power, then they are all for the national good! Bainimarama and Khaiyum are men whose words don’t mean much and history has proved this. They are only faithful to themselves and their goals in government. Honour and integrity is a rare commodity in the FijiFirst government and is to be expected as its source is constantly in drought. So how has 2016 began in Fiji for clues for the year? Two examples are worth noting. Another bribe to the people of Vanua Levu by Bainimarama Bainimarama’s recent trip to the North was all about political campaigning for the 2018 Elections. Having unilaterally reduced the parliament sitting days to only 20 days in 2016, he can be expected to be either overseas or among the masses handing out freebies and opening buildings, roads, bridges etc.. For him, these are not to be missed opportunities to bribe citizens for their votes. Containers of arms and ammunition on way to Suva military camp The arrival of the Russian ship carrying container loads of arms and ammunition is a reminder to all that the military will have the means to annihilate any opposition to the ruling FijiFirst government. The absence in the current Fiji military of any loyalty to their sworn oath, propped up by their elevated role in the 2013 Constitution, confirms they are law to themselves and not subject to civilian oversight. What oversight there is at the moment is all pretense and meaningless! Just ask the Police, now headed by a military thug, on the troubles they had trying to prosecute military personnel? Who wins then in the Monkey game? Bainimarama and Khaiyum may well regard themselves as top Monkeys who can outsmart everyone else. What they must not forget is there are also monkey personalities in the opposition, in fact far smarter than them and much more grounded with honour and integrity. People are equally opportunistic and after 9 years under a repressive regime, they have learnt to exploit any opportunity by government for handouts, infrastructure and development. Fijians will smile and turn on the ceremonies for Bainimarama, and then curse him for all the ills they have encountered since his 2006 coup! It is my hope that in the Year of the Monkey 2016 will see a much more agile opposition to stand up to the FijiFirst juggernaut. By engaging with the people and keeping true to the values Fijians have prided themselves in for many years and across various governments, a new dawn will emerge. One that values human decency and respect for freedom and the right for citizens to openly challenge the government of the day knowing they will not be subject to intimidation and harassment. Sadly for Fiji, this is a reality that is far from being the case and does not even seem to be achievable in the term of the current government. The joint statement is significant in that it is being issued by the Heads of Two of the three Tribal Confederacies of Fiji, namely Burebasaga & Tovata. The statements therefore transcend their political role encompassing their mandates as head on Fijis Indigenous community or the Vanua expressing concern on the mistreatment of the native population on matters dear to them including land and cultural identity. Below is the full extent of their statement. SODELPA President Ratu Naiqama Lalabalavu and Opposition Leader Ro Teimumu Kepa today issued a joint statement in response to allegations against the party made by Prime Minister Bainimarama at the commissioning of the Government vessel MV Cagivou. The SODELPA leaders said the Prime Minister’s utterances are prime examples of the hypocrisy of his leadership and government. The Leaders said his threats are becoming more pronounced and aggressive and have a similar tone to those he made during the lead up to the 2006 coup he launched against a democratically elected government. According to Ratu Naiqama and Ro Teimumu the difference this time is that Government strategy is orchestrated by QORVIS, the US based PR Company that is paid $1 million a year from taxpayer’s funds. The Fiji Sun is also a key strategic player in the Government’s plans, along with other organizations. The Fiji First government is using them to portray Mr. Bainimarama’s military take-over not as a coup but as some sort of reformist initiative. That approach is a fraud on the nation. Ratu Naiqama and Ro Teimumu remind the government that a coup is a coup and treason is treason. The SODELPA leaders said the level of the Prime Minister’s hypocrisy is so excessive, it is important to respond to each of his misrepresentations. PM: Sedition: He is reported to have said quote ‘if you encourage sedition, you are committing an offence’ unquote. PM: Violence: He is reported to have said quote ‘if you urge violence against anyone in Fiji, you commit a serious offence’ SODELPA: Under Frank Bainimarama’s leadership following the 2000 and 2006 coups there have been deaths and brutal murders of civilians and soldiers as well as human rights violations against innocent citizens. He is warning against anyone urging violence. But he led a regime that survived on violence, threats and repression. He has many questions to answer himself about specific acts of violence and torment. He has attempted to protect himself from fronting up to courts of law to answer for his role. PM: The Law: He is reported to have said quote ‘the hand of the law is very long and rest assured the authorities in Fiji will not rest until you are bought to justice’ unquote SODELPA Ratu Naiqama and Ro Teimumu agree totally with Prime Minister Bainimarama. The arm of the law is indeed very long. This is what keeps him awake at night. While he is threatening other citizens with being brought to justice, he hides behind immunity provisions in Chapter 10 page 147 of the constitution. The SODELPA leaders accuse Prime Minister Bainimarama of lacking integrity and the moral courage to do as he expects all others to do. When it comes to ‘equality under the law’, he exempts himself. But Ratu Naiqama and Ro Teimumu reiterate that the arm of the law is very long. “We want to assure everyone that in this globalised day and age, it will also reach the Prime Minister and all his treasonous accomplices. They will have to face up to the serious wrongs they have committed.” PM: Dividing Fiji: The Prime Minister urges people not to be fooled by those trying to divide Fiji and asks citizens to report any illegal activity to the Police. He says if people know anyone who is involved, they should tell them they risk spending many years in jail. SODELPA: This kind of fear mongering and urging family and friends to spy and report on each other is typical of the tactics of Adolf Hitler and his Gestapo and Josef Stalin and his KGB in imposing control on their people. This thinking by the Prime Minister is a confirmation of his desire to deny people their rights to personal liberty, freedom from degrading treatment, freedom of speech, expression and publication as outlined in the Bill of Rights in his 2013 constitution. By implementing such a policy he would be dividing the people to serve his own ends. PM: Enemies: He is reported to have said quote ‘ They want to impose their will on everyone else, they are enemies of the state, and enemies of the Fijian people, enemies of Investment, enemies of modern Fiji, they are enemies of prosperity for all, and we are going to track them down and bring them to justice’ unquote SODELPA: The prime imposition on our people is what was done in 2006 by Prime Minister Bainimarama. It continues to the present. The real enemies of the state are those who broke their sworn oaths to defend us, and instead turned their weapons on us. The real enemies of investment are the officials who indulge in favouritism, nepotism and corruption to support favoured investors over others; the real enemies of modern Fiji are officials who are aware of the wrongs and injustices being done to the people and the country but remain silent out of fear; the real enemies of our prosperity are the Prime Minister and Finance Minister who, in their arrogance, think it is acceptable to spend $100 million of taxpayers money without proper records and documentation. They apparently believe this is as transparent and accountable as they need be. PM: Attack on Democracy: He is reported to have said quote ‘Attacks on democracy will not be tolerated, the lives of Fijians could only be improved via working together as a nation and one Fiji. Unquote SODELPA: It is fitting that our final response is in relation to his claims of attacks on our democracy. He admits that the lives and future well-being of all our people can only be improved via working together. This is the policy approach SODELPA has repeatedly put to the Fiji First government since the opening of parliament in October 2014. The Prime Minister himself has repeatedly rejected overtures from SODELPA and the National Federation Party for an inclusive collaborative approach. The recent offer by Ratu Naiqama of an olive branch to find a solution to the current issues in Ra, Ba and Nadroga is another example in that he says he wants to do this, but is incapable of it. His preference as is to continue to operate as he has done since 2006. He sees Parliament as a continuation of his dictatorship while it provides a fa?ade of democracy that does not exist. PM: Elected Government by the people: He is reported to have said quote ‘the said Government was chosen by the Fijian people in the elections last year and this made it the only lawful government, and to challenge it is to defy the will of the Fijian people. It is an attack on democracy and it will not be tolerated’ unquote SODELPA: This is the ‘mother of all hypocritical remarks’ made by the Prime Minister. It demonstrates the level of dysfunctionality in his thinking and the unreality of the world he occupies. In 2006 the people elected the SDL government, so it was the lawfully elected government of the people. And yet he attacked it illegally with military force. But he is afraid to subject himself to the law for his actions. Our decision to contest the 2014 general elections under the imposed 2013 constitution was never an endorsement of it and we expressed these views in a signed letter to the President after we were sworn in. We decided that contesting the elections was an important first step away from military dictatorship which had prevailed for eight years, and that would help us begin our return to accountable and transparent governance. There is still a long way to go. Democratic freedom does not come easily. Many of us have paid and are still paying a very high price for the journey we have embarked on. There will be many more hurdles to overcome before we can achieve true democracy. We in SODELPA are committed to achieving this. For now, we call on all law-abiding citizens, not to be moved from doing what is right and just. Speak out as loudly as you can about all of the wrongs this government and QORVIS are sweeping under the carpet. We do not condone or support any acts of violence against anyone. We support everyone’s right to life and right to personal liberty as well as freedom from cruel and degrading treatment. We stand for all the other rights that protect our citizens. We call on the Prime Minister to stop making his outrageous allegations and let the Police do the job they are constitutionally obliged to do. Ratu Isoa Tikoca TODAY in a point of order, I called for the immediate resignation of the Minister of Finance, Hon. Aiyaz Sayed-Khaiyum. While I delivered my Point of Order, my mic was turned off. I took my seat after finishing delivering my appeal for the Minister of Finance to vacate his office This was following a order by the Speaker of the House on the 27/08/15 for the House to sit privately, strangers be ejected and Hansard not publish the secret discussions about the state of Fiji’s Economy. In my point of order, made to parliamentarians today, I demanded an explanation into public utterances made in the media by the Minister and his Permanent Secretary on Global Bonds and Loans. The fact is in the 2015 Budget estimate a deficit of $363.5 million was projected, but this relies on the sale of state assets of $507.3 million and there is no sign of that happening for the 2nd year in a row. So our deficit will increase to $870.8 million. That’s just $129 million short of a billion dollars. So add to that the $US250 million that the PS Finance spoke of in June that is due next year, then we are looking at a $1.4 billion debt for all of the Governments excesses over the past few years that our young people today will have to pay. There is also the $150 million in un-presented cheques and the unaccounted for the $100 million expenditure. Going into the 2016 Budget discussions, we cannot have the office of the Minister of Finance filled by a man who cannot give real solutions to our economic woes. A man who can’t face the Nation and openly talk about the reality of the Economy – and has instead ordered the representatives of the People to NOT INFORM the People of the facts. Authorized By Hon. And yesterday's clandestine announcement to seek Parliamentary approval for bridging loan to cover interest as well as current expenditure is naked proof of his economic incompetence! No wonder the Opposition saw the need to seek his resignation from his Finance role! Khaiyum is no economist and has no inkling of what the key drivers of the Fiji economy. Yes he will have the advice of the Reserve Bank and Finance officials, you still need the nous and training, let alone patience to decipher that advice and make the call on the appropriate action. Mind you, even now, Finance ministry officials still have no idea of the missing $100m! For someone with ulterior motives of hiding information and deceiving the public about the true picture of the economy, Khaiyum has no interest in being transparent or consultative. It is no wonder he sought the complicity of the Fiji Parliament and with the superior numbers of his FijiFirst party in his conniving scheme to obtain additional loan of $200m. As raised by Ratu Isoa Tikoca and others, where is the missing $100m and the wasteful expenditure in having a standing army that could easily cover off the need for a loan? It is clear Khaiyum has placed so much on thinking his planned asset sales will generate the required revenue to fund expenditure. A good and smart economic manager would also consider the effect of no asset sales. He is so caught up in his own fantasy world to just ignore it away. Such is the tendency of economic lunatics because the option is so obvious that he probably just walked right past it! Fanned with the arrogant air he has gleefully acquired, any advice by officials will be just shafted away. What is also troublesome is the role of the ANZ Bank in facilitating the rescue package and no doubt being paid a fee for it. As a corporate entity, they have no moral scruples whatsoever in brokering any deal as they seemed to have cornered this market since Bainimarama's coup in 2006! As a bank, their actions and role must be investigated when real democracy returns. We can be sure that the economic situation in Fiji can only worsen unless political stability and a true sense of freedom returns. Yet the actions of the military and police recently will only paint the picture of a police state. Bainimarama's rejection of the Tui Cakau's call for dialogue over itaukei discontent will ensure instability festers and prolonged. But that is precisely what keeps Khaiyum and Bainimarama in power! It provides them with the excuse to deploy armed soldiers in riot gear to intimidate innocent citizens. Those same soldiers who readily fled from Syrian rebels in the Sinai! Fiji and its people will continue to be imprisoned inside Khaiyum's economic lunacy prism until those close to him actively reject his and Bainimarama's style of government and realise that Fiji will only flourish when the full potential of its people and the benefits of the natural resources of the country are harnessed in an environment of genuine democracy,freedom and respect for law and order.
